Whether it is acquiring grant funding for a key project; creating a high performing government organization; or working with other government agencies, our goal is to provide clients with a wide range of services and expertise that will help them thrive and grow.

Civic Solutions, LLC was founded by Mark Rothert, in 2021 to initially address a lack of capacity by many small communities in Illinois to apply for COVID relief offered by the State of Illinois. Since that time, Civic Solutions, LLC has grown to help various types of governments with the services above. Rothert, has over 21+ years of professional experience in local government, nonprofit management and economic development. He currently serves as the City Administrator of East Moline (pop. 21,374) and was City Manager of Pekin, Illinois (pop. 33,000) from 2018-2022, overseeing the day-to-day operations of a city, hundreds of full and part time employees and multi-million-dollar budgets. Throughout his career, he has regularly advised elected leaders; implemented numerous strategic goals; and developed high performing organizations.
